Hey there, Toil and Trouble was the ftp intro to Season of the Witch, but the main purpose was to give you the S22 seasonal artifact which has since been replaced by S23's, and to provide the seasonal questline, The Bladed Path, to pass holders. It is supposed to give one free run of Savathun's Spire, but I understand people without the pass can become softlocked and be unable to progress. However since you don't have the pass, I'd just say ignore it, you aren't missing out on anything really.
