Please make sure that you have claimed all Opaque Cards from the table in the HELM.

This has nothing to do with it. It's this contacting destiny servers nonsense.

The Imbaru Mission is tied to an Opaque Card that you received from a previous quest step. Once you claim that Opaque Card, you will be able to access the Imbaru Engine mission node at the HELM.

Thanks! This worked for me, I thought I had all of them but missed one apparently & Imbaru popped up a few seconds later.
