Not sure which one it is but it's the one where they're outside the wall and they say you can go anywhere in the distance, which is now known as the plaguelands.

Yeah that was very early in development. One of the bungie engineers did a talk/presentation that explained a lot about why changes were made.

Basically they would do the engine design differently if they had to do it again. It wasn't made from scratch but is a hybrid of the halo engine. This produced some limitations they weren't expecting. But it was a lot quicker/cheaper then starting over. The different groups created other issues when they brought it all together (story, textures, etc).
