I have not noticed on my builds honestly.
My void titan is still spamming nades etc..
But with the new perk added to weapons, I can see why they adjusted it.
But I am sure some builds got affected by the adjustments.
To note, kinetic tremors is awesome now combined with the side arm barrier.

Things are slower and the gameplay loop we made for ourselves has notable gaps now, but we still have uptime superior relative to other players in PvP, and it takes half a minute longer to clear out tough encounters. The change is mostly in Bungie's mind, but the intention and the annoyance is still an example of spiteful balancing.
