Scatterhorn grasps DOE reward
Just got a drop from Dares, but it dropped as a legacy item. Is this intentional? Basically useless with max power of 1350 (cannot infuse higher) and only 3 mod slots. Hopefully a bug to be fixed?

Certain unique armor pieces dropped from the Forsaken campaign. They vaulted Forsaken, but moved the loot to DoE so people can obtain, dismantle, and transmog the armor.
