She did command combat frames but never was one.

Quria was not a combat frame, but a Mind, which is a bit different. They are set to accomplish a specific purpose, like Quria to deduce the Sword Logic, hence “Quria, Blade Transform”. That then changed to “The Dreaming Mind”, since it’s directive changed. Supposing that all the vex besides the Minds we have met are still just mining frames, could also mean that Wyverns are mining frames as well. But I’m not sure if that was retconned or not.
