I assume they won't drop if you already have one, but it does say that it's a guaranteed drop from the priest you kill in the 2nd phase of the quarantine patrols. This means if you're having trouble finding them, complete a quarantine patrol mission and you'll be good to go in no time. Let me be perfectly clear, this doesn't immediately solve all the issues with Archon's Forge (no apparent change to how many you can carry, nothing that increases drop chance of bounty-relevant enemy offerings, no guarantee that quarantine patrols will be anywhere on the map, etc.) but it is a very good start. Everyone, go back to title screen and log in again to download the update. Let's take full advantage of this.
