Inconsistent Harmonic Scavenger cost
[b]PLATFORM:[/b] Steam, probably all platforms
[b]ISSUE:[/b] Harmonic Scavenger costs 1 energy for some players and 2 energy for others. This means some players are able to use 4 mods on their legs while others can only able to use 3. In some cases this can make a pretty substantial difference for a build.
[b]REPRO STEPS:[/b] Open character, inspect legs, find Harmonic Scavenger in mod socket
[b]ACTUAL RESULT:[/b] Harmonic Scavenger costs 1 energy for some players and 2 energy for others.
[b]EXPECTED RESULT:[/b] The same cost for all players?

With that being said, seems a bit like the lower cost harmonic mod from the artifact stayed active for people across seasons. Edit: looking at the manifest for the one you linked, its the artifact version. https://www.light.gg/db/items/1301391064/harmonic-scavenger/ -> 2 cost -> meant to be the one players currently have but some seem to still have the artifact one https://www.light.gg/db/items/877723168/harmonic-scavenger/ -> 1 cost -> artifact version -> contains the artifact failure message inside the insertionRules section unlike the 2 cost one.
