Some kind soul pointed out to me that on the roster screen, you can use the star to the left of the players name to give commendations.
The main screen doesn't load for me half the time, so I do that instead.

No matter what activity it is iron banner, the dungeon, salvage there is no star for me to commend anyone. All I get is the result screen

You're sure you're tabbing over, as in not looking at everyone's characters, just names and stats? If there's no star just click on the name. Even my buddy on PS4 doesn't have this issue

Mine is broken like that too, the entire system is just gone. There is no commendation screen to switch between, there's no little star tabs to use on the scoreboard.

I will have to check that out. I often have the issue of the screen not loading before the timer runs out also.
