So....I found something for Radeon GPUs.
Go into the Adrenalin software. Go to Gaming -> Destiny 2. [b][u]TURN OFF[/u][/b] Radeon Anti-Lag.
Fixed every stutter for me. You cannot have it turned on while you have HDR on(If you have an HDR monitor and play with HDR on).
You can [i]either[/i] have HDR on, [i]or[/i] you can have Radeon Anti-Lag on. Not both. I tested it multiple times, with both being turned off as a baseline, with FreeSync on. Here are my results at 3440x1440:
Both off: ~125 average FPS, no stutters/significant frame drops. ~FreeSync On
Anti-Lag on, HDR off: ~122 average FPS, no stutters/significant frame drops. ~FreeSync On
HDR on, Anti-Lag off: ~110 average FPS, no stutters/significant frame drops. ~FreeSync On
HDR & Anti-Lag on: ~45 average FPS, massive stutters/freezes/dips to 1 FPS every time I make an input.
