Forget the kiosk, make them world drops. If mods aren't sunsetted then let the players find them. Remember that It's a looter shooter. People say they want incentives? Start distributing them across all activities and you'll see player engagement increase. Think more about [i]how[/i] the game works versus some sort of misplaced sympathy for new players.
