Can you clarify why you feel the Bungie.net website is saying you need to buy Shadowkeep and Forsaken?
If you mean you're trying to play on the Playstation and it says you don't own it, then everything is working as it should. DLCs don't transfer with Cross-Save; they are not part of your save data and are instead licensed content that is licensed from the platform company, so your purchase on Steam doesn't count for playing on the Playstation.

Sorry, I activated cross-save from my PSN account to my steam account. I'm wondering why bungie.net says I still need to purchase Forsaken and Shadowkeep on steam when I already did so before I activated cross-save. I have screenshots on my purchases on steam.

It's possible that you may have set up your Cross-Save with an incorrect Steam ID. If you can log in on Steam just fine and your characters are there and you can access the content, then you shouldn't worry about what the Bungie.net Cross-Save displays. If everything in the game works fine, then it's just a visual glitch on the website's end.

Unfortunately I can't do that yet, I ordered a pre-built machine and it's not here yet. I wanted to have everything ready for when it got here. The Steam client on my laptop says I own the Upgrade Edition and that the pre-order is active so hopefully that's enough. Thanks for your help.
