I know it super harsh but what about de-scope? Just throwing it out there.

Too harsh in my opinion. Not only would that would make aggressive sniping impossible, but it would also make holding down a lane with a primary more effective than doing so with a sniper. Snipers would lose their place very quickly if de-scoping was a thing. You'd see sniper usage drop to 0 with shotgun usage going even higher. As much as I like shotguns, not even I want that.
