Progress is halted until you have purchased the ‘Valkyrie Spawner’ bunker upgrade; this includes access to clear the bunker. Please check if you can purchase this upgrade (it’s in the middle of the top row)

i was finally able to "buy" that upgrade about 30 mins ago. i have done 4 hard resets and 4 cache clears on the xbox along with deleting the quest on all 3 characters. Whether this had any bearing on the upgrade being available to be unlocked, i not sure.
