Just let weapons be upgraded from level 1 to max problem solved weapons can grow alongside characters

In terms of end results for gameplay loop, that doesn’t sound fundamentally different from the current infusion system - unless you mean that it would just be a straight up XP-based leveling that had nothing to do with what gear drops? That certainly wouldn’t solve the fundamental problems of maintaining player engagement and balancing the growing sandbox.

It would be leveled up by XP but would have the option to be evolved into something better or new at certain points
