The VOW quest is bugged.
I have done between 160 to 200, Legend/Master, Nightfalls and the quest will not progress past 10. At the beginning of the season I was at 6. I have deleted the quest , re acquired it, and tried doing Nightfalls with a different character. Nothing changes, still stuck on 10/400.

Been that way since last season, and Bungie hasn't stated there are any planned changes to the quest requirements. Gambit Prime should still provide double progress compared to other playlist activities.

Only doing Crucible, strikes and gamebit will advance it.Nightfalls don't give you progress.
