Vex were invading the moon, now they are not... I think any groups of vex that remain are inconsequential, and the vanguard do not consider a threat... it's no different to any other vex patrol area; dudes just chilling until we turn up!

So great, now the Vex are apart of the moon and there's nothing we can do about it. Just amazing

I'm sure it's not accurate, but I like to think of the vex not as time travellers, but rather minds shared across time... Makes sense to me with there being a time's conflux at least! Destroy the principle you destroy the horde, in this case the undying mind was the principle that required removal, and now we no longer get hordes of vex on the moon! I still don't think the vanguard truely understand the vex, and there is a greater story to tell (I hope)!
