Honestly I was wondering the same thing, this happened to me a couple of times this week and I couldn’t recall ever seeing a normal legendary drop from an EP boss before, just the EP weapons. I even wondered if maybe the boss just fell on a legendary that was there already.

I thought the same until it happened for the third time (now a proud owner of Road Complex Gloves) where I saw the engram come out of the boss. In my post I said I'd try PC and I was able to get the sniper to drop from the boss after 4 run throughs so maybe it's a console issue
