You really should make fireteams bigger I mean for patrols make it 4 or 5 why does it matter if it's more or less. Alot of groups are larger then 3. Or make it where 2 groups from a clan or group can join on the same patrols. And strikes make them at least 4 every other game and real life a fireteam is 4 or more
