Axions now doing half-damage to airborne targets - is this new?

I've been out of Destiny for a few months, so I don't know if this is an old thing, or something that's changed going into RoI? I noticed it straight away in PVT Crucible while we were ghost hunting, tho. Half-damage to anything not touching the ground, whether that's falling off a surface, standard jump, or class jump. Since when? I knew you could slide under them, or emote to avoid damage altogether, but... eh?

I've literally seen my axion bolts do half damage, quarter damage and as low as 2 damage to two separate targets at the same time. The warlock is the most neglected class. We struggle to compete against Titans and hunters in pvp. I'm too stubborn to switch to those classes. I've been a warlock main since beta. I love my warlock but if I want to compete I have to try hard all the time using it.
