I need help understanding the technical support answers about the restriction or the ban.

Hello. On March 29, I received the message "Not so fast. Ban" when logging into the game. I assumed that this might be related to the use of a VPN and indicated this fact and the list of services used when filing an appeal (sometimes I forgot to turn off the VPN when I started the game, but I hadn't given anyone any trouble before). I have been playing since 2018, I have spent more than 8000 thousand hours in the game and never wanted to do anything that violates the rules for which I would be banned. Destiny 2 is my main game and I can't imagine what to do without it. In response to my appeal, I received the following response (this is a quote):
We have determined that the remaining time on your temporary restriction will not be reduced. Based on recent data about your connection there is still an active problem causing persistent stability issues which negatively impacts the gameplay of others. Please use the time until your restriction expires to thoroughly investigate the long-term stability of your connection, measured over several days to identify abnormalities such as latency, packet loss, jitter, periodic interference or signal degradation, and even ISP issues. To begin troubleshooting you can start with some of the suggestions on the Common Hardware Issues page in our Network Troubleshooting Guide. This appeal has been closed. Please do not submit duplicate appeals as your restriction will not receive an additional review. Submitting multiple appeals or violating the Code of Conduct in an appeal can result in further restrictions from the ticket system, Bungie.net sites, or Bungie games.
From this answer, I thought that my restriction was temporary and somewhere on the forum I found a mention that the first restriction is given a 14-day ban on the game. During this time, I reinstalled the operating system, the Steam client, and the game itself. I also deleted and do not use VPN services on this PC, all my network settings have been reset and correspond to those they have been for 6 years of the game. I created a second free Destiny 2 account to check the stability of the connection and made sure that everything is in order, I do not receive any error codes, there are no problems. It's been 16 days, and when I try to log in to my main account, I still get the answer "Not so fast. Ban." Yesterday I wrote an additional request to support - I asked to clarify whether my block is temporary or permanent? I explained that I had fixed all the connection problems. In response, I received exactly the same message as the first time, quoted above. I don't understand what I should do next. I apologized at the first appeal for any inconvenience caused to anyone and promised to closely monitor my Internet connection so that this would not happen again. I have read all the instructions and fixed all the problems. Do you have any ideas what else I can do? I really want to continue the game. PS - I apologize for my English, I use a translator.
