remember...in pvp Thorn with the Mark Of The Devourer its a 2 shot headshot...and its fast...

And Hawkmoon is a 2 shot as well. Randomly it is a single shot in PvP when you randomly roll one of the three double damage shots. You are guaranteed 3 per magazine if you do not reload.

but i can get off the 2 shots faster than a hawkmoon

I think with the upgrade the guns are pretty equal and it comes down to preference. I doubt you can go wrong with wielding Hawkmoon or Thorn. There are more with Thorn tho since a tad easier to acquire.
