Legacy Nightfalls always drop cruel mercy, and only one of six other weapons.
Most of the nightfall weapons are not in the loot pool once you have all of them. The ones that are are the following: Cruel Mercy (Guaranteed), Warden's Law, Undercurrent, Pre Astanax IV, THE SWARM, Uzume RR4, and The Slammer.
