Hi there. To clarify, a "VAC" ban means "Valve Anti-Cheat" ban and is issued by Steam against players on the Steam platform. VAC bans are not done by Bungie and you would need to contact Steam Support for assistance. From what you've described, you may have been temporarily restricted by Bungie from PvP activities due to an unstable network connection. If you get the message "Not so fast" when attempting to log in, then you are banned from D2. The Bungie forums are not able to assist with appeals of restrictions or bans. If you already submitted an appeal and got a response that it was denied as a network connection restriction, then you will have to wait for the restriction period to expire. If it's your first time, it will last 2 weeks. Further restrictions would be 2 months. For more information on Bungie's policy regarding bans and restrictions, please review the policy found here. While you wait out the restriction, we recommend following the tips in this guide to help resolve connection issues.

Hey there, you get an automated response which mentions temporary restrictions, I'm not sure of the exact wording but that's not the actual appeal resolution, especially not for a 'not so fast' ban, which is a permaban. After placing an appeal, you will not see any response from Bungie unless they intend to overturn the ban or require further information, this will happen in about 4-6 weeks. If that time goes by without either happening, then it can be assumed that the ban is being upheld.

Bungie doesn’t issue vac bans. That’s steam. Vac ban has to be resolved through steam support.
