The quest was retired when some of the locations needed to complete it entered the [url=https://www.bungie.net/en/Help/Article/49167]DCV[/url]. At this time you can buy it from the Monument to Lost Lights kiosk in the tower.

Correct. If the original way to obtain is gone it's in the Monument
