I ran into this issue this morning, but I wasn't wearing the Liar's Handshake-- I wearing the Aeon Swifts. Then I saw your post, so I decided to go into a lost sector and do some testing.
First, a run through with no exotic. And yup, it's just like you said-- melee kills on top tree arcstrider just sometimes don't give you your dodge back. However, I DID notice that it only happened on kills that consumed the charge of Combination Blow. Uncharged melee kills always refunded my dodge, and that was true across ALL of my testing-- it worked every time, no matter what I was using.
Next, I did a ton of runs with Liar's Handshake, Aeon Swifts, Oathkeepers, and Frost-EE5, trying to pin down if any of them were causing an increased risk of failure. Was it just LH? LH and Aeons? Any exotic arms? Any exotic?
Ultimately, I couldn't pin down anything concrete. At first it felt like the Aeon Swifts and Liar's Handshake caused more failures than no exotic/the other exotics, but some of my tests contradicted that. I had full melee-only clears of the lost sector with both LH and Aeons where the combo worked as intended every single time: roll-punch-heal, roll-punch-heal, roll-punch-heal, though 15-20 enemies straight with no issues.
This really might just all be luck-- either really good luck on my runs, or really bad luck for OP. The class' abilities are definitely bugged on their own; maybe just be especially sure to test out the fix on Liar's Handshake as well.
