To answer your question/title, they don't, because if they make a game specifically catered to people with a life, then the game wouldn't be Destiny, it'd be Apex (or games like Apex), games that have no real meaningful progression system, games where you can leave for 6 months, come back, and maybe there are some new fun classes available, but ultimately you're still on the same level playing field as those who've been playing nonstop.
In other words, there are plenty of games out there for people who have jobs, kids, and responsibilities outside of the game. It's pointless to complain about this particular aspect of the game (i.e. that certain activities may take too much time that you don't have), because ultimately, it's a game that isn't meant for people that don't have a lot of free time, that's not the demographic Bungie is developing for. Knowing this, it's then up to you to make a choice to reluctantly continue playing (and complaining about) the game, or, play something that better fits in with your available time.
As for your comments about Whisper and Outbreak quests... Yes, they're awesome, but clearly not every activity can be made up to those standards. It takes a lot of time and resources to design places and activities like that, all for one short questline that people will never need to do more than a few times (vs activities people will have to do over and over for weeks and months to come). I'll bet whoever had the idea for the Whisper questline really had to sell it at a meeting to get it approved and be allowed the time and the team to get it done when there are so many other unfixed issues with the game.

Sounds good, to me. And I do work & have no time. BUT, I ALWAYS want more! I love it. It's got to be this way OR we have "vanilla", back. No one wants "Vanilla Destiny", back.

I disagree. I have nothing but time (waiting on a heart transplant) this grind has been turned up so over the top its not even enjoyable. The lack of new content the recycling of D1 content. I don't understand how the Destiny community is ok with all this tedious and pointless grind and no new content. Each Season of the annual pass has been a bigger disappointment than the previous 1 and more grindy shit. I spend more time watching naked and afraid (reruns) and Supernatural because this game has entirely lost its luster

It is a grind, I agree. I never said this event (or past ones, past DLCs, etc) were perfectly okay as-is (they're not), I only defended Bungie's core design philosophy being to make a game that is for people who have time to kill (which they've succeeded at), and that not every activity can consist of new zones, enemies and/or storytelling such as the Whisper or Outbreak quests. Bungie's strategy since D1 has been quantity over quality, and recycling of content vs making completely new things. I've been a pretty harsh critic about that too during my time on the forums, but...this has been going on from the very beginning. So, if you're still here playing after all this stale content, it's obviously not the worst it could be yet. What reason does Bungie have to change anything if you keep logging in every day to play their copy-pasted, unsatisfying, grindy content? They don't read every complaint on the forums or reddit. Just like not showing up to the theater is usually the biggest indication of dissatisfaction or disinterest in a movie (obviously relative to its budget, cast, marketing effort, etc), not showing up in the game will be the biggest indication of the same to Bungie, yet you have 62+ days of game time...so... Is it really all that bad (as far as Bungie knows)? Nope.

My game play has really fallen off since the black armory DLC personally I really can't get back into it. I jumped on loaded into the tower seen the solstice shit and basically logged off watched naked and afraid season 2 until 7 am est

Yeah it is amazing isn’t, i guess grinding for years made us submissive in certain ways. Like bad stuff constantly happens and it gets fixed only for more bad stuff to happen then the promise it’ll get fixed then it does with a few more problems i guess bungie is like the bad boy we just cant keep away from
