I disagree. Recoil control is easy for all weapons, keep in mind high rate of fire on most weapons means they are close range weapons

How would you explain HRoF pulse rifles and scouts? Why would I use those at close range instead of a smg, hand cannon, or sidearm?

Pulses = recoil Scout = scouts aren't good regardless of archetype

Close range isn't melee or smg range... Let's use Endless Vale as an example. For HRoF pulse rifles, optimal range would be from flag B to the hole that leads to the lower passageway where heavy ammo spawns.

So this is saying it has a higher TTK when you hit all crits. You are very rarely going to hit all crits with a HRoF pulse in any gunfight. Especially when HRoF hand cannons are immensely more forgiving when hitting crits.

But HRoF HCs kill slower to compensate. And what's the issue with landing all crits? Nearly every weapon type and archetype require all crits.

Yes you need crits to kill quickly I understand that. I'm saying HRoF weapons have an immensely more difficult time in the crucible compared to medium and high impact.

That's true. But that's the downside: they kill faster, but have more recoil. Why bother using a 390 rpm if my horror pulse kills faster and has less recoil?

It kills faster if you hit all crits. Which is incredibly difficult on a 540 pulse. And let me tell you after hitting legend in competitive. You'll probably hit all crits once in maybe 20 games.
