It's not going to be. It literally CAN'T. The GOTY awards are going to be awarded on Oct. 30. BEFORE Fallout will be released. Therefore you all can excuse Fallout from your GOTY polls that I see so many of. I wanted to put this out there so that people who continue making these polls will know that Fallout cannot win GOTY this year. IT will most likely be next year. We'll just have to see. There are plenty of other GOTY contestants such as The Witcher 3 and Metal Gear Solid V.
