I can confirm this 100%, because Gjallerhorn was one of the last exotics I would've considered buying from xur. Just so I could have one more for my third character. Well I got my 3rd one last night from the VoG chest. So now that I don't want it, xur will sell it. I'm still hopeful for hardlight, that's the last exotic I need.
