I wonder if the bonuses only apply when ADS'ing?
Here's why: Range Finder versus Hammer Forged. If you have a gun with Hammer Forged and select that perk, it displays a visible improvement to the range rating, because Hammer Forged's bonus is "always on." If you select Range Finder, the range stat doesn't visibly change. But the text says "when aiming." The perk probably doesn't cause a visible change in stats because it's effect is situational and not "always on."
Maybe the improvements are either very slight, kind of like how most impact perks barely increase the rating at all, or only affects the gun when aiming down sights (and Bungie needs to update perk descriptions appropriately).
On a side note, Bungie should have things like Range Finder display their bonuses with Yellow, so you can tell it's not a "always on" bonus but still see the amount of the bonus of you were to aim down the sights and thereby activate it.

I'm just going off other launchers I have. When you swap from soft launch to linear compensator or aggressive launch there is a visible increase in the applicable stats. That's not the case for Hunger of Crota. So I don't think it's just an ads thing. I was just wondering if Bungie stated somewhere that it was a known issue and the tooltips or the perks were going to be updated.

Oh okay. Don't have that specific rocket launcher myself. I have don't remember what sorts of ballistics perks are on the ones I have. But considering they just now officially acknowledged the PvE heavy ammo bug, and then basically said "it'll be a while longer before we fix it, if ever"… Lol, ah Bungie and their known issues…
