Bug Report: Can't use Howl of The Storms with Glacial Quake

SYSTEM INFO:

GTX 1660 Super
16.0 GB RAM
GeForce 552.44
OS Version: Windows 19045.4291
ISSUE: While you're in Glacial Quake you can't slide and activate Howl of The Storm. Attempting to try will just do the regular Shiver Strike melee.
REPRO STEPS:
Activate Glacial Quake
Slide and try to activate Howl of The Storm
ACTUAL RESULT: You will do a charged melee
EXPECTED RESULT: Howl of The Storm activates during the slide.
