If you purchase Destiny The Collection is the 40 level up a one time thing?
Also why can’t i see the dlc included for the collection edition when you start new guardian ?

Level 40 boost is one time. The dlc will show up as your progress your character’s level I believe. I’m pretty sure if you use the boost, you’ll be able to see the new locations. You do have to do the first mission of the taken king on Phobos (mars) before the dreadnaught unlocks.
