Hi there!
According to the game API, you have about 168h of gameplay on your PSN account.
If you have Cross Save enabled, with your PSN account selected as your primary account, and you deactivated Cross Save, then your characters and progress would return to your PSN account.
Your Steam account has not logged into the game in over 4 years.

Thank you for the quick response. I guess my confusion comes from having played only on my PC and accessing the game via Steam. More to the point, what, if anything, can be done about the 90 day waiting period? Is there an appeal process I can begin?

Once Cross Save is deactivated, a 90 day cooldown goes into effect that cannot be removed or lifted.

So it's not possible for a Destiny mod to go in and change "value 90" to "value 1" if I say "pretty please with sugar on top?" because pretty please with sugar on top.
