Hammers weren't something that people complained about, sure, but they did obscene damage with little setup (AKA soloing Riven).
Plus, it's only a 1.5 second cool down, right? I think you'll live. If 1.5 seconds makes it feel terrible, you've got bigger problems.

To solo one phase with hammer you had to use a glitch which would essentially cause the hammer to hit raid bosses about 50 times per a hammer throw. This glitch is possible on Atheon and Riven Idk about any other. Also the time makes the hammer throw feel super clunky and off.
