Honestly, I would’ve been okay with this IF there had been actual meaningful changes to underperforming exotics.

Yeah, the slight buffs and/or a few wording changes to add subclass verbs aren't going to change usage much. I think it's ok to do a complete rework on something that no one uses, and the 14 people that do use it can just deal.
