What game mode? Some modes don't use Lobby Balancing.
And overall KD? Trials KD? What?
The point of SBMM is to make sure than 0.7s don't get put against 2.0s in the first place.
If I had to guess, it's probably not happening as you describe it. Comsidering that you're an average player, you probably benefit from balancing as much as it hurts you.
