One of the aspects allows stasis shards to be spawned by shattering crystals and enemies. Since titans have access to large amounts of stasis crystals with grenades, melees, and an exotic chest piece, the essentially have an infinite supply. A fragment allows stasis shards when picked up to not only restore melee energy (which they do by default) but also gain a portion of an over shield. Another fragment allows damage resistance when near crystals or frozen targets. Put it all together and you get ice castles the protect, give damage resistance, and overshields.
