The reason task manager says 0.1% gpu and 5% cpu is because when you tab out of the game, it runs at 30 FPS. The only way to see the real usage while playing is either with dual monitors or a performance overlay.

I have a triple monitor setup so I was able to look at task manager without tabbing out
