Its always been like this since d1, why would the game count the weapons you have equipped on your hunter for your titans drops. Weapons only count if there in the vault or on that character. This isn't a big its how the game is designed
Also DIM isn't made buy bungie DIM takes info from all three charc, where the game isn't designed like that.
Drops are depending on the gear an weapons that character has on him or in the vault. Hence the reason why when a dlc comes out you need to run the campaign on all three to get weapons an gear to get you to soft cap. Drops have never from d1 beat(was a d1 beta player) to today taken weapon your other character have on them i to account just what in vault an on that specific character.
