They are awarded every 5 levels. I think it's entirely fair. If you grind that much you clearly dont need another 100 bright engrams in the next 3 weeks.

People who hit max rank probably don't have too many season 8 cosmetics and that is absolutely stupid. Why are players that are actually keeping the player count healthy not rewarded more than the idiots who barely play yet spend all their money on silver purchases? I doubt people that hit 100 have anywhere near all the new items and that is wrong on so many levels. Bungie better make some positive changes for the actual players because CoD, The Outer Worlds came out today, Death Stranding is in two weeks, and Pokemon in 3 weeks. They might see a drop in players over the next 2 months and who knows how many return after that.
