I think Bungie unintentionally time locked the quest, because it only let's you progress 2/10 each week from what I can tell. May have something to do with the number of ballistics log you can get per week (which is only 2) from Ada.
I've done 10 frames on the past couple weeks and only got 4/10 on both quests.

I can confirm that is not it. Last week I forged two. This week 1, and before that 8 total. I still only have my first one as counting towards progress

my golden frame count silver not, so maybe you are right but Bingo never mentioned and it thats sad
