The same thing just happened to me. 2/10 frame completions with 3-4 actual forges. Most recently, I forged the legendary bow frame and was at Gofannon, and that didn't give me credit, in case that actually helps devs figure out the bug.

I looked at here https://www.reddit.com/r/DestinyTheGame/comments/afcgj2/everything_you_need_to_know_for_the_black_armory/?utm_source=BD&utm_medium=Search&utm_name=Bing&utm_content=PSR1. It says in the old game version you need to forge the bow at Izanami Forge. So I wonder this could be the unwanted cause since now we can forge any weapon at any forge for the sake of matchmaking and simplification of the gameplay.
