Universal Ornaments, like the Empyrean set, cannot be applied to exotics or 1.0 versions of legendary armor.
If you've applied it to a legendary 2.0 leg armor, it sometimes might take a minute or loading into a new area for the change to visibly appear.

this does not make any sense at all. why should my armor type matter when its merely COSMETIC? why wasnt this included in the fine print? i just blew 1500 silver on something that i can't even use immediately.
