If you played your characters on the PS4, those do not transfer backwards to the PS3, and as such, those characters will not be there in the same state that you had them on the PS4. If you're using the same account to play on the PS3 that you had on the PS4 and you have no characters on the PS3, then the first thought is that you didn't actually play on the PS3 but instead played on the PS4 (and you just think you remember playing on the PS3). You didn't have to own the game to play. As you stated, you played on your brother's PS4. Alternatively (and unfortunately), if you DID play on the PS3 and have characters on the PS3 version of Destiny and no longer have them, then either you or someone else with access to your PSN ID deleted them; they're not recoverable.
