Of course it isn't 100% random.
That doesn't mean theres a guy picking each item or anything either.
It's obviously weighted in some way. But weighted RNG is still RNG

For example I dropped the thunder lord and gjall to .10 % There is still no plausible way that the plan c could be sold 4 times... It's spitting out .0001% chance of this event happening by 52 weeks of xur.
