You're also assuming hardlight, thunderlord, and universal remote can be sold by xur. On a side note - the may have removed other exotics as well like gjallarhorn which could be why we haven't seen it again.

I ran it as though they didn't exist in the table and the chances of xur selling the plan c 4 times even with adjusted rates for the ice breaker and suros ie .10-.50% range still leaves a probability of that event not occurring at 92.33333% by 1 year. I mean 7.7% could still happen but highly unlikely

Even if gjallarhorn is still in his inventory you could say it is a 2 and ice breaker is a 3. The chances of getting 2 to roll twice in 25 rolls is possible, but slim, you could even say universal remote, hardlight, and thunderlord are 10, 11, & 12. It's easy to go 25 rolls in craps without seeing numbers pop up depending on their value.
