The concurrent player count for PvP is still in the 10s of thousands and has been much higher over this past year. Check your NAT type to make sure it isn’t strict or closed. If not, then restart your game. Also insure that cross play is enabled. If that all still fails, post this in help where someone who may know the issue may help you fix it.

Not sure whereabouts in the world you are, but as a European, I tend to find the best time to play is when it is evening where I am. Gives chance for everyone around my timezone to finish work and for all the Americans to wake up and start playing. Try in a few more hours. Trust me, there are people. I personally recommend between 1800 UTC and 0300 UTC (feel free to convert that to your applicable timezone) for Crucible activities on weekdays. In the holidays and on weekends, can probably broaden that out a couple hours each side.
