This is actually a known thing, but Bungie doesn't really care because they're forced to lock cutscenes at 30 FPS because of last gen consoles (Xbox one and PS4) if you're having this issue on PC, you should probably turn down your settings so your GPU isn't taking in a huge load (no -blam!- content intended)

When I look at my GPU usage in Task Manager, it sits around 1 % for Destiny 2, so it isn't my GPU.

If that's the case try your VRAM, if you don't have enough you might have problems there, if not could be a CPU thing. I'm not sure though
