So Hawkmoon is Thorn 2.0
From the Season of the Hunt trailer we can see Hawkmoon’s luck in the chamber perk won’t activate until you get a kill.
So, same as how Thorn’s 2-tap is limited having consumed a remnant from a kill.
Looks like Hawkmoon’s will be able to one-shot body kill which makes it stronger than Thorn but maybe the luck in the chamber will mean that the next shot after a kill isn’t guaranteed.
